How a Terrorist Group Infiltrated the US Congress

The US Congress resolution against Sri Lanka was masterminded by USTPAC, a LTTE front on US soil. When the LTTE was defeated in May 2009, its supporters in the US that lobbied, funded and procured weapons for terrorism created USTPAC. It is ironic but true that the USTPAC operates in Columbus, Ohio, United States. Today, USTPAC members wearing suits lobby congressmen with minority voters and funds against Sri Lanka. With a vengeance, the LTTE supporters masquerading as human rights activists disseminate misinformation and disinformation. Their revenge against Sri Lanka that dismantled their life long investment – the LTTE – endures.

Whilst battling against the Sri Lankan armed forces, the need for international funding, foreign political support and military-grade equipment and weapons arose. To strategically assuage this attribute, the LTTE opened front organisations across the globe and established covert routes to wire these funds and send these weapons to the terrorists to wage havoc back in Sri Lanka.

The United States Tamil Political Action Council (USTPAC), essentially dubbed LTTE 2.0, is the recent tiger front in the USA. As its primary motive, the USTPAC aims to win over political support of certain US congressmen and senators in the US political spectrum.

Extensive lobbying by LTTE fronts in the USA has been going on for decades, even including an instance where the LTTE arranged a fully paid trip for a senior US congressman; Danny K. Davis, to travel deep into Tiger territory in Sri Lanka. The USTPAC continues this agenda and lobbies, bribes and manipulates US politicians in the current US Congress as well.

Like termites slowly penetrating into the hard wood, the USTPAC has been slowly infiltrating strong US Political establishments with lies, misinformation and minority votes. Now that the LTTE’s conventional force has been utterly annihilated by the Sri Lankan military, the remnants of the LTTE attempt to garner international political support in their preposterous goal of an independent state; an imaginary Eelam.

The USTPAC portrays itself as a humanitarian, political council, but one needs to dig deeper to comprehend the very sinister nature of this organisation and its members. The USTPAC is essentially a follow up of LTTE 1.0; a series of organisations banned and blacklisted by the USA for their nefarious, terrorist and criminal activities.

LTTE 1.0 was an array of various establishments, mainly the Tamil Rehabilitation Organisation (TRO), the Ilangai Tamil Sangam (ITS) and the World Tamil Coordinating Committee (WTCC), among many more. These organisations, like the USTPAC, masqueraded

themselves as charities, cultural institutions and other innocent establishments, but in reality, they collected funds, supplied arms and provided military equipment to the LTTE terrorists in Sri Lanka to massacre the innocent and disrupt society.

Dr. Arul Ranjithan headed the TRO, which operated under the ‘charity’ tag. When the FBI raided the organisation in the mid-2000s, agents found communication and internet searches for multiple weapons and military equipment to be purchased for the LTTE, on Ranjithan’s TRO computer. Another arrest was made on the Secretary of the organisation; Vijaysanthan Pathmanathan, alias Chandru, after he mentioned to FBI undercover agents that he planned to channel funding and arms to the LTTE through the TRO.

The deceitful nature of the TRO was further exposed when Pratheepan Thevarajah, an LTTE member was arrested in Indonesia for attempting to purchase more than USD 20 million worth of weapons, ammunition and equipment from North Korea. It was revealed that the USD 20 million was received from the TRO, through intermediaries including the Islamic Havala banking system.

After having continually exposed the duplicitous TRO, the US government designated it as a terrorist entity and froze all its assets in the US in November 2007. The US department of Treasury noted that “according to sources within the organization, TRO is the preferred conduit of funds from the United States to the LTTE in Sri Lanka”. Other countries including Canada have since banned this organisation.

The TRO wasn’t the only sinister threat to the innocent, as Karunakaran Kandasamy, the head of the World Tamil Coordinating Committee (WTCC) was a convicted felon arrested for alleged material support for the LTTE, including purchase of arms and ammunition. The organisation was also involved in the securing of funds for the LTTE as well as for money laudering. Vijaysanthan Pathmanathan, alias Chandru, was also secretary of the WTCC, and

arrested for conspiracy to provide arms to the LTTE, when he disclosed his plans to undercover agents.

Another such terrorist front under LTTE 1.0 was the Illangai Tamil Sangam (ITS), which was headed by J. M. Rajaratnam, whose billionaire son; Raj Rajarathnam had provided more than $10 million to the LTTE, including around $1 million during the Battle of Elephant Pass. The criminal nature of these establishments is critically highlighted as the ITS disguised itself as a cultural institution for the Tamil people, but in reality was a terrorist front; similar to what the USTPAC is perpetrating at the moment.

However, the reign of the combined LTTE 1.0 front organisations collapsed with a specialised FBI sting operation in 2006. The Tier 01, top priority operation holds the record for one of the highest successes in US federal investigations, with the highest number of terror suspects arrested on the same day. The FBI has opened a file on Congressman Danny K. Davis’ links to the LTTE as well.

The LTTE, reluctant to let go of their radical ideologies, regrouped to created USTPAC. The parasite has been continually eating into the US political establishments, slowly manipulating weak congressmen and senators across the nation.

The USTPAC is the sinister organisation behind Resolution 413, which attempts to recognise, through unsubstantiated claims, a ‘Traditional Tamil Homeland’ in Sri Lanka. Huge sums of money have been spent on the lobbying of major US congressmen including Danny K. Davis, Deborah Ross and Bill Johnson to distort actual the truth and push the lie.

The terrorist front has strategically opened offices in multiple states across America, including California, Florida and D.C. The President of the USTPAC is Meena Ilanceyan, and active members reside across the US, including Professor Elias Jeyaraj (North Carolina), Aiyathurai Jeyakumar (New Jersey), Lavan Muthu (Florida), Dr. Arulanantham (California) and members in Boston. After suffering the failures of LTTE 1.0, the terrorists have made sure to transform their strategy, where the visible heads of the USTPAC are not blacklisted persons or listed as terrorists’ affiliates.

Before the USTPAC came into existence, certain current members, namely L. Muthu and A. Jeyakumar independently filed a baseless case against then-president Mahinda Rajapaksa in a New York court in 2012. Since they failed to provide any credible evidence to run a successful case against the Sri Lankan president, they now resort to the lobbying of major US politicians for support, through covert methods.

While the members of the USTPAC attempt to keep themselves clean from visible terrorist affiliation, the raw nature of these criminals makes itself visible through other means; Lavan Muthu, from USTPAC Florida, was a prime suspect in the murder of his wife and mother. While the State of Florida has since cleared Muthu’s name, federal agencies do have mounting suspicion on him.

The USTPAC has fundamentally infiltrated certain US congressmen and essentially compromised major political establishments in the USA. How can anyone expect the content of these resolutions to have any sort of integrity in its motives? The resolutions against Sri Lanka, which are pushed by certain compromised politicians in the US Congress have been funded and brought to life by the USTPAC; the present profile of the LTTE in the USA. Can politicians such as Danny K. Davis pass any form of honest work, after openly collaborating with suicide bombers and banned terrorists?

The LTTE – militarily defeated, ideologically inferior and actively criminal – is now attempting to garner international political support through their blatant lies to create their rogue state of terrorism within Sri Lanka. It is time the world exposes them for who they really are.
