The LTTE Compromises US Politics; The Man at the Forefront

The Liberation Tigers of Tamil Eelam is making an overt stand behind corrupt politicians of the US government. Resolution 413 of the 117th US Congress is clear evidence of decades of LTTE lobbying, corruption and bribery of senior US officials to support their deadly cause. The resolution is in itself bred by compromised politicians like puppets on a string, controlled by their LTTE puppet masters. Money, greed and votes drive these parties to make unsubstantiated claims of a ‘Traditional Tamil Homeland’ in Sri Lanka.


The content of this resolution retains a long venal history that can be evidently traced back to Tamil Tiger lobbying in the United States that has been going on for decades. The scandalous recruitment of U.S congressmen and senators by one of the world’s most ruthless terrorist organisations is an attribute that requires swift investigation and worldwide exposure.

Congressman Danny K. Davis; a man proven to support, aid and directly communicate with the LTTE is at the forefront of the resolution. Congressman Davis is the U.S. Representative from Illinois's 7th congressional district; a career politician from the Democratic party, with more than 24 years of holding the same political position. Davis has a history of political corruption and of being opposed to central government. The Congressman supports the LTTE to such an extent that he met with the terrorists, deep inside the Tamil Tiger stronghold of Kilinochchi in 2005.

The Tiger supporters and LTTE rump organizations strategically targeted Congressman Davis as an easy candidate to infiltrate and push their LTTE narrative into US politics due to the nature of his personality.


Congressman Davis made his trip from March 30th to April 05th 2005; 04 months before the LTTE assassination of Minister Lakshman Kadirgamar. He travelled to Kilinochchi through the A9 highway, where he toured Mullaitivu to assess the destruction of the 2004 tsunami and headed to the LTTE Political Headquarters, where he met with Balasingham Nadesan, the Head of the Tamil Eelam Police.


The trip was met with extensive criticism as the LTTE was widely known to use suicide bombers and child soldiers in order to realize their extremist ideologies. The FBI launched an investigation into Congressman Davis and his aide and Director of Services, Daniel Cantrell, after their return to Chicago.


In a dramatic reveal of deep corruption within the U.S political spectrum, it was found through investigations that the LTTE themselves had funded the trip for Congressman Danny K. Davis and his aide, on a budget of around USD 7,000 each.


The various avenues of pure political corruption between the LTTE and Congressman Davis were exposed through the investigations that followed Davis’ meeting with the terrorists. A Federal criminal complaint was launched against an LTTE supporter named Murugesu Vinayagamoorthy, alias Dr. Moorthy, who was a Physician owning a medical facility in London, England. The same complaint notes that M. Vinayagamoorthy is a high level operative of the LTTE, who acted as an intermediary between the terrorists and their foreign backers.

This LTTE recruit had met Congressman Davis on multiple occasions and had ‘direct and frequent contact’ with the heads of the LTTE at the same time. Dr. Moorthy was also charged with attempting to bribe government officials with more than USD 1 million, in order to remove the LTTE from the US list of banned terrorist organizations.

It is alleged by US law officials that Dr Moorthy and Congressman Davis had a close relationship. In fact, the relationship of Dr. Moorthy and Congressman Davis was so close, that the 2 had met the very previous night of Dr. Moorthy’s arrest on terrorism charges on the 19th of August 2006. Dr. Moorthy had travelled to New Jersey, and then made his way to Chicago the following day; He then met with Danny K Davis that evening during Davis’ ‘Back to School’ Parade. Having returned home to New York the following day, Dr. Moorthy was apprehended by Law enforcement officials, where he then served more than 4.5 years in US prisons.


The complaint further notes that an array of transactions between multiple persons, including M. Vinayagamoorthy and other LTTE supporters, had been facilitated in and out of the USA. These transactions were the laundering of USD 13,150 in LTTE funds, that were moved across the globe under the direction of Shanmugalingam Sivashankar, alias Pottu Amman (Head of LTTE Security Intelligence Service) and Mannivannan Veerakathy, alias Castro (Head of LTTE's International Co-coordinating Centre). The funds were specified to be used for the travel of ‘two individuals’ to the Tamil Tiger controlled regions of Sri Lanka, which law enforcement officials deem to be Congressman Davis and his aide.

The vigorous LTTE networks, and their black markets can be highlighted through the trace of this funding; The LTTE laundering of the funds for the Davis trip made its way across the globe, first starting in Norway, and then being transferred to London, before being sent to Canada, and then the USA.


Under a combined sting operation done by US and Canadian federal agents, more than 13 LTTE supporters were arrested, including Suresh Sriskandarajah, alias ‘Waterloo Suresh’, who had handled the funds from Canada.


The funds were transferred to accounts in Chicago, Illinois; Congressman Davis’ hometown. These funds were transferred to the LTTE rump organisation; Federation of Tamil Sangams of North America (FeTNA), based in Hickory Hills. The organisation operates under the guise of being a Tamil cultural institution, but in reality, was infiltrated by the LTTE between 1995 and 2005.


The head of FeTNA in 2004, Nachimuthu Socrates, was also charged for criminal conspiracy and for conspiring to provide material support to the LTTE in 2006. He was imprisoned for 01 year and gained a supervised release of 03 years. The individual was arrested as a part of the sting operation, (Including Dr. Moorthy and Waterloo Suresh); some involved in money laundering, and some involved in the attempt to purchase sophisticated military grade weapons such as surface to air missiles, to be used by the LTTE against the Sri Lankan armed forces. Namasivayam Viswanathan, another head of FeTNA is presently a wanted Fugitive in the US along with Father Gasper Raj, who fled the country in 2006, and are currently hiding in Tamil Nadu, India. All these individuals have had contact with multiple high level officials of the US government.


FeTNA and the USTPAC (United States Tamil Political Action Council) has substantial influence on the political spectrum of the United States, due to lobbying, bribery, and other forms of corruption. Multiple US congressmen and senators have been in communication with these rump organisations, especially the USTPAC, which could project an infiltration of the very political nature of certain members of the US Congress.


Upon investigation against Congressman Davis, he stated that he was well aware that FeTNA was involved with the LTTE, but that there was not “anything clandestine about [his] position”. The remarks made by Congressman Davis explicitly means that he was completely aware that he was being funded by the LTTE, and still took the trip to secure funds and a vote base. Can such a position be accepted inside US congress? Does this not compromise the very integrity of any work this man does, including resolution 413?

The decision on the trip was also scrutinised by many high ranking officials, including Republican congressional candidate Charles Hutchinson, where he accused Congressman Davis of actively eroding the name of the USA by liaising with and supporting a notorious terrorist group.

Congressman Davis’ political improprieties go beyond his support for the LTTE. Davis has had a close relationship with the leader of the ‘Nation of Islam’, Louis Farrakhan for long periods of time. While Farrakhan has made multiple anti-Semitic and racist remarks against a plethora of societal groups, Congressman Davis had repeatedly associated with him, and called him an ‘outstanding human being’.


While Congressman Davis supported a terrorist group which used child soldiers to massacre innocent children and civilians, Davis’ 15-year-old grandson was killed in a shooting by teenagers in 2016. Violence and conflict follow deep into Davis’ personal life, where his 44-year-old son was found dead at his home in 2017.


While clause 05 of the US resolution ‘urges the international community to advocate for and protect the political rights and representation’, the United States has in itself clearly failed to protect the political integrity of certain high level congressmen, senators and other political persons.

Understanding the elements behind the corruption of high ranking foreign government officials and the attributes that supported the LTTE reign of destruction would enable an array of stakeholders to critically comprehend the various global links and connections that the Tigers exploited, and to neutralise the remainder of these strategies, in order to prevent future LTTE resurgences.


The same United States that often berates smaller nations on aspects such as transparency and political freedom, should first clean their own political bodies from corruption, and terrorist sympathisers. The hypocrisy of the present US government affiliates is appalling in the face of the plethora of political stigmas done by the United States, including the multiple cases of infiltration of foreign governments.
